Cricket-England wait on security report to make India decision

LONDON, Nov 29 (Reuters) - England's cricket team could decide by Monday if they will return to India following this week's attacks on Mumbai that killed nearly 200 people.
"Our security report should be with us in the next 48 hours and we'll be considering those, and subject to what those say we'll be acting upon them," England and Wales Cricket Board (ECB) managing director Hugh Morris said on Saturday.
England are scheduled to play the first of two tests against India on Dec. 11 in Ahmedabad while the Board of Control for Cricket in India (BCCI) has shifted the second test, due to be played from Dec. 19-23, from Mumbai to the southern city of Chennai.
"Clearly it's a very short time-scale and...assuming that safety and security is okay we would be potentially returning in quite a short time scale. So obviously there is a lot of work to be done in the next few days," Morris told a news conference at Heathrow airport after the team arrived back from India.

India cancels Pakistan cricket tour: report

NEW DELHI (AFP) — India's government has refused permission to send a cricket team for a full tour of Pakistan early next year following the deadly Mumbai attacks, Indian television reported on Sunday.
The tour was cancelled amid a government probe into Pakistani links to the assaults on the country's financial capital by heavily-armed militants that left nearly 200 people dead.
The NDTV and CNN-IBN news channels, quoting unnamed government sources, said the matches were also unlikely to be played at neutral venues.
The Board of Control for Cricket in India (BCCI) declined to comment on the reports, saying its request for a security clearance for the tour was pending with the government.
India were scheduled to play three Tests, five one-day internationals and a Twenty20 match during the five-week tour from January 13 to February 19.
It was to be the fifth bilateral series between the two countries since 2004, when cricket ties resumed after a 15-year gap due to political tensions between the warring neighbours.
The tour was first put in doubt earlier this month when the Indian government denied permission to the national junior hockey team to visit Pakistan.
Australia cancelled a Test tour of Pakistan in March and the International Cricket Council put off the high-profile Champions Trophy there in September due to security concerns.
Pakistan Cricket Board (PCB) chief Ijaz Butt had said on Friday the fate of India's tour lay in the hands of the respective governments.
"The security situation is out of our control and after what has happened in Mumbai, the decision on the Indian team's tour of Pakistan is now in two governments' hands," Butt said.
"Relocating the home series to neutral venues was a huge financial loss in the past so it's detestable but in an effort to give our players some cricket we will have to do that, but as a last resort."
Cricket officials in the United Arab Emirates (UAE) had offered to host the series.
The BCCI is also waiting for England to confirm next week's two-Test tour of India after the last two one-day matches were cancelled and the tourists returned home following the Mumbai attacks.
The BCCI shifted the second Test from Mumbai to Chennai, but retained Vadodara as the venue for a three-day practice match from December 5 and the first Test in Ahmedabad from December 11.

India’s home minister Shivraj Patil became the first high-profile political casualty of the terrorist attacks on Mumbai, offering his resignation on Sunday to take responsibility for the violence, which claimed at least 192 lives.
The move came amid growing recriminations against India’s government for its alleged laxity in tackling a wave of terrorist bombings that have swept most of the major cities, including the capital New Delhi and India’s Silicon Valley, Bangalore.

Palaniappan Chidambaram, India’s finance minister, will take over as home minister while officials told Reuters that Prime Minister Manmohan Singh would temporarily take over the finance portfolio.
The Mumbai attacks, the worst in a country with a long history of terrorist violence, ended on Saturday when Commandos killed the last Islamist gunmen holed up at Mumbai’s Taj Mahal hotel after a three-day rampage.
As the violence finally died down, government officials revealed that they believed the attackers were all foreigners.
Bhushan Gagrani, the spokesman for the government of the state of Maharashtra of which Mumbai is the capital, told the Financial Times: “None of the 10 involved in the terrorist attack were Indians.”
The revelations are increasing speculation that elements in Pakistan were responsible for the violence and fueling rising tensions between New Delhi and Islamabad.
Mr Gagrani said a sole terrorist, who is state police custody, “is apparently not an Indian”. He identified the terrorist only as a “Mr Khan and who 25-28 years old”.
Prime Minister Singh this week warned of consequences if neighbouring countries were found to be harbouring elements responsible for the attacks on their soil.
India and Pakistan, which both claim the disputed Himalayan territory of Kashmir, have fought three wars and came close to a fourth in 2002 after terrorists attacked the New Delhi parliament. India linked the terrorists to Pakistan and mobilised over a million troops on the border.
The end of the siege of the Taj on Saturday also came as it emerged that the slowness of the police and security forces to respond to the terrorist strike contributed to the death toll from the disaster.
The revelations about the lack of preparedness of the India armed forces are particularly inflammatory in a city that only two years ago was the scene of what was previously the country’s worst terrorist attack.
PRS Oberoi, the chairman of the Oberoi Group and one of India’s most prominent businessmen, said the majority of people killed in the terrorist attack at his luxury hotel complex, the Trident-Oberoi, were shot during the first 30 minutes, the time it took the police to arrive on the scene.
The siege of the Taj hotel, one of three sites in the business and tourist district of India’s financial capital in which the terrorists took hostages, ended at about midday on Saturday the same way it began two and a half days earlier – in a hail of gunfire and explosions.
With the last of the hostages believed to have been removed from the building, two waves of elite anti-terrorist squads stormed the Taj just after dawn on Saturday and engaged the terrorists in the area of hotel ballroom, FT reporters saw.
In the fiercest exchange of fire heard in the entire attack, the terrorists seemed to repel the soldiers and set the area on fire, forcing the security forces to redeploy outside the building and bring in the fire brigade.
By mid-morning, with the fires extinguished, the special forces launched a second attack against the terrorists, finally killing them off as smoke issued from the historic building.
The military, in a press conference after the first attack, said the terrorists occupying the hotel numbered more than just the two or three that had previously been estimated.
Nine of the attackers were killed and a tenth caught alive. Mumbai police told the FT at least 183 people had been killed not including terrorists. At least 22 foreigners were among the dead, and 294 wounded, the death toll rising as bodies were collected from the Taj and the nearby Trident-Oberoi, whose siege ended on Friday.
Two Australians, a father and daughter from the US, a German, an Italian and Canadians were among the foreign victims, according to Dow Jones. Those killed included two commandoes and a large number police. Indian TV showed the funerals of security forces on Saturday with media reports beginning to strike a nationalist tone as suspicion grows that elements from Pakistan were behind the attacks.
Also on Friday, a day-long effort to regain control of a Jewish community centre, Nariman House, ended with the news that at least five hostages, all believed to be Israeli and including a young rabbi and his wife, had been killed. Later a series of explosions was heard at the centre as security forces set off booby traps laid by the gunmen before they were killed.
At a press conference on Saturday, Mr Oberoi praised the courage and heroism of all law enforcement agencies but implied that more lives could have been saved if they had arrived earlier.
A total of 32 people plus 2 terrorists were killed at the Trident-Oberoi, said Mr Oberoi in a press conference at the Intercontinental hotel, which is located a few blocks away from where the terrorist attack took place.
"Tragically, 4 resident guests, 18 visitors who were dining in our restaurants and 10 of our staff members lost their lives," said Mr Oberoi. "The loss of lives was mostly at the lobby level in the first 30 minutes ... before the police arrived."
Raymond Bickson, the chief executive officer of the Indian Hotels Group, which owns the Taj, said that media reports that the terrorists may have worked at the hotel prior to the attacks were not confirmed.
“We have no indications or information from the investigating authorities that any of the hotel employees or contractual staff has been involved in this terrorist attack,” said Mr Bickson.
Ashok Mehta, a retired army commander, said the casualty count in Mumbai could have been halved if the elite National Security Guard had arrived earlier from its Delhi base. A little-known group calling itself the Deccan Mujahideen claimed responsibility for the attacks.
A militant claiming to be one of those holding the Jewish family earlier rang an Indian television channel to offer talks on the release of the hostages while complaining about India’s actions in Kashmir. India and Pakistan are at odds over the disputed territory.
Indian media reported that Vilasrao Deshmukh, the chief minister of Maharashtra, had said that two UK-born Pakistanis were among gunmen seized by Indian commandos.
But this was later denied by the state government. UK home secretary, Jacqui Smith, said that the authorities there had no knowledge of any British links with the attacks.
Elite Indian commandos spoke of fierce battles through the maze of corridors and 565 rooms of the 105-year-old Taj Mahal hotel in which the terrorists had a better knowledge of the building’s layout than security forces.
Earlier on Friday, 143 people were freed from the Oberoi Hotel after Indian forces regained control. Police confirmed at least 30 guests and two others had died in the attack. Analysts said the terrorists had achieved a “significant success” by managing to keep the Indian security forces at bay for so long.
Pranab Mukherjee, India’s external affairs minister, said a preliminary probe pointed towards Pakistani involvement, in spite of assertions by President Asif Ali Zardari that land under Pakistani control would not be allowed to launch attacks on India. Pakistan denied involvement.

2.Age:
a.Eligibility shall be reckoned as on 1st September 2008; minimum – 21 Years and maximum – 30 Years.
b.Relaxations in age shall be subject to fulfilling other laid down eligibility conditions.
c.The maximum relaxation in age permissible for different categories shall be as under.

Ex-Service Men Ex-servicemen who have put in not less than six months continuous service in Armed Forces of the Union shall be allowed to deduct the period of such service from their actual age and if the resultant age does not exceed by more than 3 years the maximum age limit prescribed for the post for which the candidate seeks appointment, s/he shall be deemed to satisfy the condition regarding the age limit.
Departmental Candidates Five (5) years for all candidates who are MTNL employees irrespective of their category, i.e., General/SC/ST/OBC/PH etc.
3. Pay & Emoluments:
Selected candidates will be entitled to a Stipend of Rs. 12,000/- per month during the training period. On successful completion of training they shall be appointed in the IDA Pay Scale of Rs. 10,750-300-16750 (pre-revised) and shall be on a Probation for one year. During the probation period, in addition to Basic Pay, they shall be entitled to HRA / Subsidized Company Accommodation and other benefits like Medical facilities, Productivity Link Incentives, Gratuity, Contributory Provident Fund, CCA, LTA, Leave Encashment, etc. At the minimum of the Pay Scale, the CTC is around Rs. 3.7 Lakhs per annum. The pay scales are due for revision with effect from 1st January 2007.

2.Age:
a.Eligibility shall be reckoned as on 1st September 2008; minimum – 21 Years and maximum – 30 Years.
b.Relaxations in age shall be subject to fulfilling other laid down eligibility conditions.
c.The maximum relaxation in age permissible for different categories shall be as under.

Ex-Service Men Ex-servicemen who have put in not less than six months continuous service in Armed Forces of the Union shall be allowed to deduct the period of such service from their actual age and if the resultant age does not exceed by more than 3 years the maximum age limit prescribed for the post for which the candidate seeks appointment, s/he shall be deemed to satisfy the condition regarding the age limit.
Departmental Candidates Five (5) years for all candidates who are MTNL employees irrespective of their category, i.e., General/SC/ST/OBC/PH etc.
3. Pay & Emoluments:
Selected candidates will be entitled to a Stipend of Rs. 12,000/- per month during the training period. On successful completion of training they shall be appointed in the IDA Pay Scale of Rs. 10,750-300-16750 (pre-revised) and shall be on a Probation for one year. During the probation period, in addition to Basic Pay, they shall be entitled to HRA / Subsidized Company Accommodation and other benefits like Medical facilities, Productivity Link Incentives, Gratuity, Contributory Provident Fund, CCA, LTA, Leave Encashment, etc. At the minimum of the Pay Scale, the CTC is around Rs. 3.7 Lakhs per annum. The pay scales are due for revision with effect from 1st January 2007.

Physical Standards :
Height & Weight : The minimum acceptable height and weight for a women candidate is 152 cm and 42 Kgs respectively.
Visual Standards : The minimum acceptable Visual acuity are : Distant vision (corrected) better eye 6/6, worse eye 6/18. Myopia of not more than minus 5.5 including Astigmation. Candidates who have undergone or have evidence of having undergone Radial Karatotomy to improve the visual acuity, will be permanently rejected. Also candidates who have undergone Lasik Surgery for correction of reflective error are NOT acceptable.
How to Apply :-
a) Apply on YELLOW paper as per the format.
b) Apply on WHITE paper as per the format for war widow only.
c) The envelope containing application should be superscribed in Red Ink the following details: SECOND SSC (TECHNICAL) WOMEN AND WIDOWS OF DEFENCE PERSONAL ENTRY/ QUALIFICATION CODE..................... .
Failure to mention any of the above entails outright rejection of application (c) Application should be posted by Registered Post to reach
Additional Directorate General of Recruiting (Women Entry Section) ,West Block-III, R.K Puram New Delhi-110 066 on or before 18th Feb 2009 Candidates are advised to send their application well in advance so as to reach before the last date for receipt of applications. Recruiting Directorate is not responsible for postal delays. Applications should not be sent by Private Courier Agencies as no provision for receipt of such applications is made. Candidates are informed that in case of dispute. If any, the same will be subject to Delhi Jurisdiction. (d) Applications received after the last date will neither be opened nor be entertained in any case. (e) The applicants are requested to prepared application form for themselves as per format given below and prescribed colour given in Para 1 (Table) last column. Essential Certificates : Matriculation Certificates issued by the Board concerned (CBSE/State Boards/ICSCE) in which date of birth is reflected (Admit Card/ Mark sheet/ Transfer/ Leaving Certificate etc. are not acceptable) (b) Either the Original Degree certificate for BE/B.Tech or independent mark sheet of all years/semesters/parts of Engineering Degree for those candidates who have already passed (c) For those who are in final year/semester /part application form stating that the candidate is in final year and final result will be declared before 16th Feb 2009 (d) An affidavit stating that you are issueless (in case of widows/divorces widows of Defence Personnel). (e) Legal documents of the divorcee and an affidavit that the matter is not under consideration in next higher court. (f) A copy of death certificate and part-II order for War/ Battle Casualty Widows only. g) Attach self address envelope 25x15 cms duly pasting Rs. 5 value postal stamp on it along with the application.
